WE2025: FUTURE IN MOTION

WOMEN IN TRADE.INVESTMENT.LEADERSHIP

WE2025: Future in Motion – Women in Trade.Investment.Leadership is a forward-looking initiative that champions women’s leadership, entrepreneurship, and innovation as key drivers of inclusive and sustainable progress. Rooted in the pillars of Women Economics, Empowerment, Entrepreneurship, Excellence, and Evolution, it recognises that meaningful change requires the collective commitment of all. “WE” stands not only for women, but for all of us – reflecting our shared responsibility to shape a more equitable future through collaboration, innovation, and purposeful action.

It is a platform that affirms women’s leadership, entrepreneurship, and innovation as powerful catalysts for sustainable development. Anchored in five key pillars – Women Economics, Empowerment, Entrepreneurship, Excellence, and Evolution – WE2025 recognises that enduring progress demands united action. “WE” is a call to everyone – not just women – to be part of the change.

Aligned with the Dasar Wanita Negara 2025, launched by the Honourable Prime Minister on 8 March 2025, WE2025 reinforces both national and global commitments to elevating women’s roles, enhancing economic participation, and advancing gender-inclusive policies.

WOMEN:

THE PILLAR OF NATIONAL UNITY AND NATION BUILDING MALAYSIA’S LEADERSHIP IN THE GLOBAL CONVERSATION

A nation’s progress and unity are deeply rooted in the strength, resilience, and contributions of its women. From nurturing families to driving economies, women play an indispensable role in nation-building, ensuring sustainable development and social harmony. No country can achieve lasting prosperity without fully embracing and empowering its women.

Malaysia, guided by its National Policy on Women and long-standing commitment to gender inclusivity, has recognised that women’s advancement is integral to national growth. As a multicultural and forward-looking nation, Malaysia is well-positioned to lead the global conversation on women’s empowerment – particularly within ASEAN and beyond. By championing policies that enhance women’s participation in governance, business, and community leadership, Malaysia can serve as a global exemplar – proving that when women thrive, societies flourish, economies prosper, and national unity is strengthened.

EMPOWERING WOMEN

A STRATEGIC IMPERATIVE FOR MALAYSIA’S FUTURE

Women are an essential pillar in nation-building, economic growth, and social development. In Malaysia, women make up 47.3% of the total population (16.2 million) (Department of Statistics Malaysia, DOSM).

KEY STATISTICS SUPPORTING WE2025

Women in Education:

Women surpass men in higher education, achieving a Malaysia Gender Gap Index (MGGI) score of 1.071. Female graduates also outperform male students in key fields like science and mathematics. Women in the Workforce: The female labour force participation rate (LFPR) stands at 56.2%, with 83.2% of female graduates joining the workforce. However, a large proportion of women (42%) remain outside the labour force due to family responsibilities.

Women in Leadership & Business:

Despite progress, women hold only 25.4% of managerial roles in Malaysia, and female-led businesses account for just 20.3% of registered enterprises. (DOSM 2024)

Empowering women is a key driver of economic growth, with McKinsey Global Institute estimating that closing the gender gap could add USD 12 trillion to global GDP by 2025

In Malaysia, raising female labour force participation from 56.2% to 63% could boost GDP by 5–7% (World Bank). Women-led businesses, which make up 20.3% of registered enterprises (Department of Statistics Malaysia, DOSM), drive innovation and job creation, while companies with higher gender diversity outperform competitors by 25% in profitability (Deloitte, 2023).

Investing in women strengthens workforce productivity, fosters STEAM and digital innovation, and reduces socioeconomic inequality, as women reinvest 90% of their income into families and communities (UN Women). WE 2025 is a vital initiative to unlock this economic potential

COLLABORATING MINISTRY

...

KPWKM at the beginning of its establishment was known as the Ministry of Women's Affairs as it was announced by the YAB Prime Minister on 17 January 2001. The functions of the Ministry were subsequently expanded and changed its name to Ministry of Women and Family Development (KPWK) as of February 15, 2001. The establishment of the KPWK is a manifestation of the implementation of national iltizam made during the Fourth World Conference of Women in Beijing in 1995 as contained in the Action Roadmap Document for advancing women to the year 2000 namely:

“The existence of a complete Ministry reflects the high commitment of the Government to enhance the dignity of women in the country.”

In line with the establishment of the KPWK, the Department of Women's Affairs (HAWA) and the National Population and Family Development Board (LPPKN) were placed under the Ministry. HAWA was subsequently restructured and known as the Women's Development Department (JPW).

On 27 March 2004, the functions of the Ministry of National Unity and Social Development were dissolved and transferred to the KPWK. KPWK has changed its name to the Ministry of Women, Family and Community Development (KPWKM). Now, KPWKM is a leading entity in the development and well-being of women, families and social in line with the concept of Malaysia MADANI.

YB Dato' Sri Hajah Nancy Shukri was appointed Minister of Women, Family and Community Development on 3 December 2022, while YB Datuk Seri Dr. Noraini binti Ahmad was named Deputy Minister of Women, Family and Community Development on 12 December 2023.
